Differentiated enrolment fees for international students: renewal of partial exemption
The ¡°Bienvenue en France/Choose France¡± strategy for attracting international students, launched by the French government in November 2018, provided for the introduction of differentiated enrolment fees for non-EU international students from the start of the 2019 academic year. For the academic year 2022-23, Jean Moulin Lyon 3 University will renew the partial exemption of the payment of differentiated fees for these students. Only national enrolment fees, will therefore, be applied to them.
What are differentiated fees? Which students are affected by this measure?
This French Government measure stipulates that students enrolled in a higher education course in France must pay differentiated enrolment fees. The Government is also setting up a system of exemptions and scholarships.
Only individual international students from outside the EU are affected by this measure.
As an indication, national enrolment fees for the year 2021-22 are as follows (subject to change for the year 2022-23):

Who is covered by the exemption provided for by Jean Moulin University in 2022-23?
All students subject to differentiated enrolment fees will benefit from an exemption for the academic year 2022-23: as in previous years, they will only have to pay the national enrolment fees.
For how long will this exemption provided by Jean Moulin University apply?
Starting from enrolment or re-enrolment, in 2022-23, this exemption will be granted for the entire duration of study for a degree of the same level (the three levels of higher education corresponding to the European education levels). National enrolment fees will therefore apply in these cases.- 1st level: Bachelor¡¯s degrees
- 2nd level: Master¡¯s degrees
- Students in 3rd level doctoral degrees are not affected by the differentiated enrolment fees.
Examples:
? If you join the 1st year of a Bachelor¡¯s degree in our university in 2022-23, you will pay the national enrolment fee for the years you spend studying for the degree (€170 each year for the three years of the degree, price subject to change).
? If you join the 3rd year of a Bachelor¡¯s degree in our university in 2022-23, you will pay the national enrolment fee for the 3rd year of the Bachelor¡¯s degree (€170, price subject to change). If you then start a Master¡¯s degree in 2023-24, you will have changed degree level, so you will not automatically benefit from a partial exemption. Unless specifically agreed, you will therefore pay the differentiated enrolment fee of €3,770 per year.
? If you are already enrolled in the 1st year of a Master¡¯s programme at Jean Moulin Lyon 3 University in 2021-22 and you wish to re-enrol in the 2nd year of the Master¡¯s programme in 2022-23, you will pay the national enrolment fee (€243 based on the year 2021-22, price subject to change).
? If you are already enrolled in the 3rd year of your Bachelor¡¯s degree at Jean Moulin Lyon 3 University in 2021-22 and you wish to re-enrol in the 1st year of a Master¡¯s degree in 2022-23, you will be exempted (for the year 2022-23). You will therefore pay the national enrolment fees for the first and second years of your Master¡¯s programme (€243 on the basis of the year 2021-22, price subject to change).

In all cases, in addition to these enrolment fees, you must also pay the Student and Campus Life Contribution (CVEC) of €92 (price subject to change in 2022-2023).
